2022 Highlights for Real Estate Appraisal, Brokerage and Housing Rental Industry

On January 30th, the People’s Bank of China and China Banking and Insurance Regulatory Commission (CBIRC) declared that loans on government-subsidized rental housing should not be brought into centralized management.

On February 16th, China Banking and Insurance Regulatory Commission (CBIRC) launched an effort to build a financial service system for government-subsidized rental housing. China Banking and Insurance Regulatory Commission and Ministry of Housing and Urban-Rural Development of the People’s Republic of China issued the “Guidance on the Support of Government-Subsidized Rental Housing Development by Banks and Insurance Agencies” (CBIRC Regulation 2022 No. 5), which clearly establishes a multi-level, broad-coverage, risk-controlled and business-sustainable financial service system for government-subsidized rental housing and increases support for the construction and operation of government-subsidized rental housing.

On February 21st, the Supreme People’s Procuratorate of the People’s Republic of China issued guiding cases on illegal sale of personal information, of which Prosecution Case No. 140 is a case of unauthorized illegal acquisition and illegal sale of personal information through the Internet. Mr. Zhao Xinming, Vice President and Secretary General of CIREA, attended the press briefing and answered questions.

On February 22nd, The United Front Work Department of CPC Central Committee held a Joint Conference on United Front Work for New Social Strata in Beijing, and CIREA participated in the conference as a member of the Joint Conference on United Front Work for New Social Strata.

On March 4th, CIREA issued “Risk Alert on Protection of Clients’ Personal Information to Prevent Information Leakage” to remind real estate appraisal and brokerage agencies, housing rental enterprises and related platforms and practitioners to strictly abide by relevant laws and regulations, to protect clients’ personal information and prevent information leakage.

On March 30th, CIREA released national rankings of first class real estate appraisal agencies. The rankings include compositive rankings, single business rankings, and rankings of different types of appraisal business.

On April 6th, CIREA held the third meeting of the fourth standing council by emailsand approved the proposal to nominate Mr. Peng Yongdong as a candidate for Vice President of CIREA and the agenda of the third meeting of the fourth general coucil.

On May 18th, 2022 China Housing Rental Development Forum was successfully held. CIREA, China Construction News and CCB Housing Services Co., Ltd. co-organized the 2022 China Housing Rental Development Forum with the theme of “Sharing the Best Practice” online.

On May 25th, a breakthrough was taken in local legislation for the housing rental industry. The first local legislation in the housing rental sector, the Beijing Housing Rental Regulation, was approved on May 25th and came into effect on September 1st. The Shanghai Housing Rental Regulation was approved on November 23th and came into effect on February 1st, 2023.

On May 28th and 29th, the first half of the 2022 National Professional Qualification Examination for Real Estate Agents was held successfully. Overcoming the impact of the epidemic, the first half of the 2022 National Professional Qualification Examination for Real Estate Agents was successfully held in five pilot cities, including Shijiazhuang, Nanjing, Hangzhou, Jinan and Changsha. Finally, 3537 examiners passed the Examination and got the certificates for Real Estate Agent Professionals.

On June 9th, the fifth China-South Korea-Japan Real Estate Appraisal Forum was successfully held. Cooperated with Korea Association of Property Appraisers (KAPA) and Japan Association of Real Estate Appraisers (JAREA), CIREA organised the fifth China-South Korea-Japan Real Estate Appraisal Forum online which themed “Sustainable Development and Valuation Services”. The fifth China-South Korea-Japan Real Estate Appraisal Forum aims to lead the real estate appraisal industry to establish the concept of sustainable development, discuss the need and role for appraisal in sustainable development, and help achieve comprehensive and sustainable economic and social development. This was the first time that the China-South Korea-Japan Real Estate Appraisal Forum held online, and also the first time that an organisation which affiliated to the Ministry of Housing and Urban-Rural Development has taken the lead in organising an online international conference.

On June 10th, the “Guidance for Online Remote Surveys of Appraisal for Real Estates Items (Trial)” was for public consultation.

On June 14th, Blue Book of Real Estate (No.19·2022) Released. CIREA, together with the National Future Cities Laboratory of the Chinese Academy of Social Sciences, the Real Estate Professional Committee of the China Society of Urban Economy and the Social Sciences Academic Press, held a seminar on stablising economy and developing the healthy real estate industry online and launched Real Estate Blue Book: China Real Estate Development Report (No.19·2022).

On June 15th and August 15th, the Story Sharing and Exchange Meetings on How Leasing Enterprises Fighting the Epidemic - the first session and the second session, jointly hosted by CIREA and Research Centre for Housing and Urban-Rural Development of Shanghai Jiao Tong University, were successfully held online. There were 11 enterprises sharing their experiences.

On July 12th, CIREA started the work of recommending real estate appraisal companies qualifying for judiciary appraisal 2022.
